I'm certain it is not legal although I did receive it as change from an old style pull handle cigarette machine. It is not magnetic. Anyone ever see something like this before? That, combined with its smaller size could mean it's a cast novelty coin, and thus not legal tender for spending. I assume you got it for a dime? I searched here and ebay last few days and couldn't find another.
