If it wasn't for the right arm of the Y in LIBERTY looking wide I would say MD. May just be a flattening hit. I am leaning to MD.

Notching is easily identified at your scales of magnification, should really pop out at ya. It usually falls among a group of letters, "UNUM" where all four letters are notched in the upper left, as an example (darn, wish I could post pic). Look at examples of 1964P DDR, or 1968D DDR's, that's what I go by...might help as reference point.
