Your question was about the 6/3 I imagine, so what we need is a close-up of the 6. There looks to be a little something there but there's no way to tell from the photo - too grainy when blown-up. Buy a small $20-$30 microscope camera on ebay.

Not an expert on these but it looks to me like it might be a 6/6.
Maybe someone else can give their opinion.

We really need an obverse pic to help you.
There are three different 1886 obverse and two reverses,in four different combinations.
Each type has a repunched 6 variety.
There is no 6/3 it is 6/7.
6/7 only appears with the long bough end reverse, your coin is short bough end so that eliminates it being 6/7.
Obverse pics please so we can pigeonhole it.
