The missing letters suggested a partially Grease Filled Die, but the straight line "scratches" and color difference between the letters and the field suggest they were worn away or ground off.
It's very heavy Die Deterioration (VLDS) and a partially Grease Filled Die. This is very common on 2015 and 2016 Dimes as the U.S. Mint would overuse the dies to the point were the details got super mushy.
