It would be a DDR not a DDO. I belive what your seeing is Die Deterioration Doubling and a heavily pitted coin. Safe Spender.

Grape is correct it is DDD I personally keep bicentennial quarters I would keep it

I agree that it's Die Deterioration Doubling and not a Doubled Die. This issue was caused by a worn die ( Die Deterioration).
