I doubt its struck through...looks like incomplete planchet maybe..i see copper in lowest point of affected area..bottom right corner rim what is this and is it a keeper

Is reverse rotated too, or is the picture just upside down?

No no rotated jus trouble with cam..i dont have a reverse rotated Lincoln Cent yet..a very minor example..i did find 1999 and 2000 rotated reverses on nickels..seem like this is known on 83s
