Hey CCF!

I've seem 3 different formats for these test tokens.

"2004 Canadian Test Token Penny"
"2006 Canadian Test Token Penny"
"2004-2006 Canadian Test Token Penny"

Is there a difference between the two (diameter, or weight) or anything or are they the exact same coin.

Nope, they are the same - they are both catalogued as: TT-1.13. The only difference is the sets they came in; issued with both 2004 Poppy (TTS-4) and 2006 Breast Cancer (TTS-5) test token sets
