Appears to be a clean 1983P. Many, many '83s have a fair amount of plating bubbles and/or zinc rot issues. The photos are a bit soft, but with that I'd say something like MS64+.

Hard to grade, it's out of focus. Looks like it's very weakly struck, the obverse high points are poor. Great example with no bubbles though.
