2018 P Lincoln Cent (Die Gouge)
Maybe Feeder Finger Damage.
The gouges are not recessed they are raised.
They are also in Lincoln's jacket.

Looks like either a plating issue or a planchet issue before plating.

Note how it flows over the reverse? If it were a die issue like Feeder Fingers Damage, then it would have disappeared behind the bust and devices design. Also the location is incorrect for FFD.

Areas the height of the fields would be affected, deeper into the die would not have been affected.
