Is that what it is? I thought since it was where it was it wouldn't been a stamp.

A random ink stamp could be placed anywhere on a note, although you seldom see them on the portrait. Typically they are off-center. Post BEP, not an error.

It's just a guess. If the band was slightly off center, an errant stamp might produce something like this.
