I would consider the Peace dollar to be a cull coin, so similar to a cleaned coin. "ruined" no, but It's definitely damaged IMO. I wouldnt pay more than $18 shipped for the lot. If you find the Peace dollar to be pretty maybe a couple bucks more would be worth it, but it's unlikely you'd find a buyer for what you paid unless the price of silver were to go up.

Soak it in 100% acetone and the paint will come off

I wouldn't say "ruined", but you've only got $20-25 worth of value there.

For what rhyme or reason would anyone paint a silver dollar like that.
Just seems bizarre, If you can remove it, by all means go ahead!

If that is paint, yes, the acetone will remove it. If it is plating, no it wont.
