Yes, Netherlands Cent., KM#107.1. With 20 million minted, readily available in all grades.

Think about that. That's 4 times the population of the Netherlands at the time, or the equivalent of the U.S. having minted 200 million IHCs for a year in the 1880s.

Did these also circulate in the Dutch colonies?

They would have, yes. The Dutch only had two coin-issuing colonies at the time: Netherlands Indies (now Indonesia), and the Netherlands Antilles (a few scattered islands in the Caribbean). Neither colony issued 1 cent coins in the 1880s.
