Please post a photo of the other side, and the diameter of the coin. This will help.

It looks like a commemorative issue of some type (1921-1971), but maybe not a coin.

Probably some sort of medal.

Top text reads "city ministry of [something]," bottom text reads "in memory of the establishment of [something]." The very bottom says "6 January 1921" using the month name primarily used in Syria, Iraq, Jordan, Lebanon, and Palestine.

EDIT: This is celebrating the 50th anniversary of the Iraqi Army.
