Top text reads "city ministry of [something]," bottom text reads "in memory of the establishment of [something]." The very bottom says "6 January 1921" using the month name primarily used in Syria, Iraq, Jordan, Lebanon, and Palestine. EDIT: This is celebrating the 50th anniversary of the Iraqi Army.
