That reverse is really distinctive. Any thought on what it is (olive branch?)
I didn't see a match on Numista for places like Ferrara, Milan, Mantova, Modena or Naples, that tend to have a bust even on small denominations, but the Numista listings for these places are not very complete. On the bust side maybe we are seeing numerals II around 9:00? which made me think one of the Philips (who show up on Milan and Naples), but I don't think that portrait looks right for either Philip III or IV. And maybe it's not numerals but lettering.
