Clipped after it was struck into a coin.

Reasons:-
1. There is no evidence of the circumferential metal spreading out at each end of the clip. With a blank or planchet clip the edge metal flanges on the rim at the ends of the clip during the striking process into a coin.
2. There is no evidence of a Blakesley effect on the opposite end of the diameter to the clip. With small clips, the Blakesley effect ether doesn't happen, or is only to a very minor extent. Blakesley Effect can be faked with a gentle hammering at this point.

The arris (fin) produced by the shearing may have been carefully filed off.

The fishtailing on the 1 in the date indicates it is a clip. Nice find.
