1985 Reverse Strike Through ? - Coin Community Forum

I'm not sure what was struck through but look similar to what a staple would. Any well-seasoned advice on this would be helpful and greatly appreciated. Report this Post to the Staff

Just need a clear view to be able to tell if it is raised or incuse. It looks more like it is incuse as it flows around the device.
