Local B&M suggested 10 of my ms64 Peace dollars be submitted to CAC. Only 1 came back with a sticker. A 1927-s pcgs ms64 came back with PVC notation Don't know what to do with that, any suggestions?

Yikes! That is probably not what you expected.

I guess you are asking if you need to crack and conserve? I would seek another opinion first. CAC is not foolproof.

From my recent experience, CAC stickering has become harder than ever since CACG grading began. A speciality dealer I deal with was disappointed when only two of a box of 20 stickered.
I previously had some success stickering 5/8 coins. My local CAC dealer suggested recently that I submit 7 coins he felt had a good chance. I got 0/7. He felt that anything graded more than 5 years ago had already been through the process. I am giving up on stickering submittals, and will stick with only buying previously certified CAC coins.
I do have some CACG graded coins, and they are excellent. The plastic is very clear, and the holders have side rails to make them hard to scratch over the coin viewing areas.
I have a serious early Seated dime collection, and in 150 years of residing in a series of collections, several have probably been handled improperly at some time. These coins are often toned or crusted over so they still remain attractive. But the older coins fail certification most of the time.

I would not buy the coin based on your photos as the coin is blotchy and spots on both sides. It would not surprise me if the PVC was cleaned off, submitted for grading and now the PVC is starting to show up again. You will know more in a couple of years.

You have three options:
1. Keep it as-is. The PVC isn't terrible on Peace dollars and somewhat commonly found in holders. I wouldn't spread fast considering it is a light and nearly unnoticeable film.
2. Crack and conserve. The most risky option, either damaging the coin and getting a lower grade are possibilities.
3. Look out for another example you are pleased with, purchase it, and sell the lesser example. I would do this myself.

As far as I know, PVC does not magically appear on coins in graded holders.

CAC says PVC .and they appear to be correct .

Not sure if it is the photos, but that 27S looks splotchy to me. I'd be happy with the grade.
