Question on this 1983-P penny. The "Y" in Liberty looks smaller/thinner than the other letters. Is there a name for this?

Also on reverse, are those die chips in the memorial?

*EDITED TO ADD* ~ Uhm not sure how I missed this before, but it looks like Lincoln is "missing" part of his neck?
