I was about to pass this and a whole lot of others like it over until I noticed the counterpunch. It is from 1951 so it is still the time of the Post WWII American Occupation of Japan. Could that have something to do with it?

Just privately marked, of no real significance; who, where and when is impossible to know. In that sense, it's no different to finding a "7" punched into a Lincoln Cent. "Just someone fooling around with their number-punch kit" is the usual explanation.

I love to speculate, too, but Sap's explanation is the most likely.
