US Mint Pack 1968. Missing Half Dollar Has Missing S Mintmarks. Don't Know What's Going On

Philadelphia did not produce Half Dollars in 1968, 1969, or 1970. The set includes a San Francisco Cent, since 1968 was one of the years they were produced as circulating coins.
