I was thinking Machine Doubling. You might check both sides for more of the shelf like doubling. A doubled die device would be rounded and not flat looking like your coins doubling. This is not an area where a doubled die would be found on the single squeeze dies.

And also, if it's on the reverse, it would be a DDR.

I don't think you have a DDR. The doubling looks shelf-like to me, and I can also see it on the bottom of the building.IMHO.
