Unknown Coin Like Hong Kong Cent With Victoria - But Smaller

Please help me to id a bronze (or copper) coin. One side is completely worn on, on the other side I can see what very closely resembles Hong Kong cent with bust of young Victoria wearing a crown facing left and legend VICTORIA QUEEN. Attached is a picture of a Hong Kong cent (NOT my coin, it's too worn to scan) to give you an idea of what I see on my coin. However the Hong Kong cent is 27.5 mm and my coin is 21 mm, weight 2.13 g. Initially I thought that this was a British farthing but young Victoria never wears a crown on homeland types, and farthings are never 21 mm in size and much heavier than 2.13 g as far as I know. Any ideas? Thanks!

With a diameter of 21 mm, it could be 1/2 pice of 1862 from British India (with crowned head of Victoria, and legends VICTORIA QUEEN). There was also a proof strike in 1875. In 1877 the title of Queen Victoria was changed into "VICTORIA EMPRESS"
