I come across coins now and then like this but was always wondering what is the cause of this.

if you are referring to the top of the memorial building, where the top portions seems to be "floating", I believe it is caused by "polishing" the die - for whatever reason, thereby nearly removing the line which should connect the two portions of the building.

The copper plating was split during striking
