Roman provincial brass, from the city of Nicaea-in-Bythinia, the very common "three standards" type from that city. You can see the city's name, NIKAI... between the standard poles. See the Wildwinds page for this city for a couple dozen examples from emperors Elagabalus to Severus Alexander. The Alexander ones seem to be smaller, on average, so I'd go with that emperor too. I own a 20mm example of this same coin type.
