I'm a little confused about this quarter. It's uncirculated. I'm not sure if it's the 40% silver. It doesn't stick to a magnet. And I'm not sure of the grade...whether it's worth more than just a quarter. Any help would be appreciated. Thanks. (also, is there doubling on his forehead or is that just the way it was struck?)

That's a standard clad quarter. The 40% silvers will have an "S" mint mark.
