A capped die is when another coin sticks to the die. It continues to strick other coins until the coin stuck to the die falls off. The one pictured is struck through a late stage capped die and not many features of the revers transferred. As for value yes they do, but I am unfamiliar with how much. Someone else might be able to explain this better.
