Best Album For Proof State Quarters

If you look up Coin Albums in Google you would find that there are numerous companies that make Albums. I suggest you keep away form any type Folders. As to which Album to use, it is a shame there isn't a comparitive web site where you could compare all the different types available.
Almost everyone on this forum is sort of Dansco oriented but there really are a lot of others available.
For example if you go to the Whitman web site and request a catalog, you would see that Whitman Publishing makes many types of Albums under different names. They make the Whitman, United States Mint and Harris Albums.
Again, I do suggest not using a Folder for any coins.
