I think thats called starburst but could be wrong. No value though.

Those are die flow. While striking coins the wear flows toward the rim. The older the die gets, the stronger these are. You coin looks like a LDS die coin. If you note the bottoms of the devices that face the rim are starting die wear after a few thosands of coin and get worse with age.
