I dont see anything that would distinguish this as a proof. Just a normal Circulation 1938 LWC

It's a nice looking coin but it looks like a F12 business strike to me.

- relief on reverse and obverse are characteristically high and due to the "wear" on Abe's profile and the unworn W in we are indications.(that rim must have been worn down a good 1/2 a 16th of an inch).
