I don't know what notes are inside but this looks like a typical "red envelope" used to gift money on festive occasions.

It says "Serial 4 Chinese Notes and Stamps". So it could be an album or folder sort.

Here is an informed reply from another forum which I thought was useful......

This is album issued by People's Bank of China containing 4th series PRC banknotes and circulated coins.

The banknotes are 100, 50, 10, 5, 2, 1 Yuan, 5, 2, 1 Jiao and 5, 2, 1 fen with the same last 4 digit of serial number.

The circulated coins are 1 Yuan, 5 & 1 Jiao, 5, 2, 1 Fen.

The value is depending on the year of 100 and 50 Yuan banknote. The current value of 1980 100 and 50 Yuan banknotes alone with the same last 4 digit serial number will be about $400, while 1990 banknotes will be about $150. Perhaps the seller can tell you the year of the banknote. If all banknotes were issued in 1980 (including 10, 5, 2 and 1 Yuan) the price would be higher and 1990 would be much lower.

All banknote should be in UNC condition.

Album arrived ...the two large denominations are 1990 unfortunately but other are 1980 and back to 1953....
