Doesn't appear to be toning, but if it is; it's not natural.

Is the obverse toned or stained too?
This reverse looks like artificially toned but I need to see the obverse to give a better opinion.

You can see the line where whatever substance is on it ends, by the date stamp. Definitely a foreign material.

I was just curious ...maybe some of the color is only resting on the surface.

I'm sure you can tell better than I can since I'm just looking at photos.

I think you can use pure acetone and if it is natural toning it won't be harmed.
