It looks like Constantine II, as Caesar, from Arles.

I think I can see the FL IVL on the obverse legend which would make it: FL IVL CONSTANTINVS NOB C.

With a coin in this condition, would you just soak it in distilled water or would you try something with more acid? Like a light olive oil?
