According to PCGS Photo Grade Online

I'd say that this guy would grade a solid xf. Not the prettiest thing in the world, but hey, it's still a dime!

Nowhere close to being a low-ball. It would grade about EF-40, which would make it worth - a dime.

I am not sure how much U.S. change is circulating in Canada.

Until the ratio of the USD to CAD went crazy, I'd find 1-2 US quarters a roll, about 1-2 American nickels a roll, and about 1 dime a dime roll.
