I just received my roll of Fort Moultrie, San Francisco business strike quarters. I ended up with only 4 coins that I thought were nice, and this was the best of those. Your thoughts on grade appreciated.

I don't think I could go higher than MS 65 .. would be leaning toward MS 64

That is an unfortunate best. Likewise, first impression is 64, even after spending some time trying to be nice.

About what I thought, and about what I have been getting from my "S" rolls from the mint. I'm guessing anything over a 65 is going to be pretty unusual for this series...

The dies do not appear to have been well prepped for this strike, the planchets were not handled carefully/improperly prepared, or some combination of both. The neck, midline hair, and cheek look to have abrasion and contact marks which is surprising for a mint-fresh coin. MS64 would be top end IMO. This is poor quality work.
