What is the weight? If normal, it's a normal quarter, that spent time outside.

Whatever happened to it, it didn't happen during the striking of the coin
so you can either spend it or keep it as a novelty.

It's Post Strike Damage ( PSD), not an error at all. A spendable coin.

Almost looks like it was in a canvas bag that was wet? But when they come from the mint, they are in pallets and then sent out to be rolled? But there is a texture like canvas. If it was a struck through cloth, it would not be raised, but incuse and the devices would not show. So is it rough, or flat with two toned colors?
