I came across this penny-and it looks like an "E" or "3" on the rim of the penny. The date is also jacked up. The penny is otherwise in good condition.

Those are circulation hits,PMD. Good is an actual condition,need a full coin photo front and back to see grade.

Transfer from another coin. If it were a strike, then where are the rest of the devises, from the die strike?

A transfer of an E from another coin sounds good to me - at least until we get to see more of the coin.
