It looks like the obverse has had some tape on it at one point (soap and water should remove) and the reverse is just normal oxidation of a circulated coin. If you REALLY want to get rid of the oxidation, there is product called Tarn-X that will remove tarnish. It usually gets rid of most of the surface stuff and with several applications can get you back to bare copper. I don't recommend it for a coin as old as yours. Soap and water, patted dry is as much as I would do to yours. Good Luck!

I would NOT use this product on coins. It will instantly kill the value of the coin. Do not clean your coins under any circumstances! Soak or freeze thaw cycle in distilled water only. This may remove some of the surface grime. You may try an acetone soak followed by a pat and air dry.
