This is a recent find from sorting recently acquired old change collections. Can someone please explain what we're seeing here? I appreciate you all as always.

It's glue or some other semi-clear substance

Looks like glue. If you want, you can soak it in 100% pure acetone to see if it comes off.

That was my first reaction, but I carefully scratched the surface in one of the areas and the scratch was bright copper, I tried to get under it with a scalpel and could not. Maybe just some good stuff I guess?

It is pretty "clear" so agree - glue residue

I agree, it is most likely glue. Acetone will probably remove it.
