It is a PMD diameter of the coin has been grinded off.The scratches on both sides in same areas are result of a clamp the held the coin while it was being scraped off.

People (more than likely kids) would sometimes grind a cent down
to the size of a dime to use in a 10 cent slot machine.

It looks deliberate to me.
Funny, the ways some people amuse themselves.
But then, when I was a kid I placed more than one coin on the railroad tracks.
Placed more than I ever recovered, LOL. (where did that thing go?)
