1999-P Dime With Strange Pits Or Voids Inside Rim. Misaligned Collar Clash? Defective Planchet?

At first I thought this might be a misaligned collar clash, but now I am not so sure. The pits or uneven areas above Liberty do not correspond precisely to the reed spacing on a dime. There are also not matching clash marks found on the rim. So what caused these unusual areas on an otherwise well struck, lightly circulated dime?
