No, Republic of China, year 15 = 1926. 10 Cents. But it's odd that there's the seal of the bank of Japan on the reverse.

In China,this coin is called "dargon-phoenix" one jiao(dime).The reverse seal is traditional china symbol,means "The country flourishes and people live in peace"
