Looks VF for sure. I'd grade it VF20 and maybe VF25 on a good day. It doesn't look VF30 to me and I'm no help on attribution either. If this were a particularly weak die combo perhaps someone might go VF30.

I'm buying VF20 and (understanding I don't have the book, just skill at Internet datamining) the location/orientation of the date, 10C and location of some of the reverse letters point me at JR-1 for the variety. Don't take this as gospel.

I was trying by going off of Reed's photo examples although using your expertise and lead, I will now scour the auction archives for any slabbed w/ attribution examples and diagnose from there.

Head for Heritage. It's the dropped 18, the shape of the 5, the elevated location of 10 and the low I in UNITED that made up my case.

the real diagnostic key from a write-up I just read off Stacks and then looking at all 9 known reverses, is the final "S" in STATES sits perfectly over the "S" in PLURIBUS. JR-1 is the only known variety to exhibit this.

Seem to have missed this thread the first time around. It looks fairly graded at VF-20. Great eye appeal and original surfaces.
