I send them as a pool at the place I deal with its just cost me $10 a bill to send.

Check ebay completed listings,1923s in this grade usually sell for less than $10,and 1900s often so.Take your $20 and buy an 1870.
"Dipping" is not considered cleaning...

I think the advice from DBM at this point is solid.... these notes do not hold a great deal of value in this condition, and given the cost of getting them graded, you will do better spending the money on another piece for your collection.

Your notes are very nice I personally love fractionals....

Both are very common in this condition. Like DBM and artdio have said; the cost of grading is more than the value of the notes.

I personally don't think either note would grade fine...

There's just to much wear and circulation with both.... The '23 is close but I still think it's a VG

My suggestion is look for a nice note, from 1870 that is clean in VF. It will look nice in your book or however you store it. It will retain it's value and can easily be sold in the future. A 1870 note in that condition will probably have no letter. But you will be ahead of the game.
