I see LIBERTY, the base of the headband.
Also--hair/ribbon junction and the reverse ribbon details--gonna say VF25
Hard for me to comment on cleaning based on a picture.

VF30/35 details. the coin has definitely been cleaned. It is most obvious on the reverse between ONE CENT and the wreath. The coin is dark inside the hard to get to areas of ONE CENT and in the wreath, and cleaned in the three shiny areas. If you look under a loupe/microscope, you should see scratches in those areas.

ty so much for all the grade help, I did loupe (10x) it and I see no evidence of scratching, I uploaded these 2 pics as in the others you can't see the red colour of the penny.

this is a tough one to grade, and I understand why the grades are all over the place. The details are that of a low VF, though the surfaces sort of look AU-ish. I'll go EF40 on it.
