Looks like a PL coin that's been handled a few too many times.

I got it for $15 in the condition that it is in, and Coins and Canada says a 1967 dollar in MS-64 is valued at $53. Is 53 dollars an accurate value?

YOu got it for slightly more than melt value....that was a fair price. It's not a MS 64 coin anymore.

If you put it on ebay you would probably get that for it.

I got a lot of different suggestions for the grade of this coin. Would it be worth sending off to get graded?

Just think of it this way. Several indicated they think it's Proof Like or Mint State. I don't believe your coin reflects the way that it would have come away from the mint, do you? I see it as a good honest coin that's worth collecting, but it would cost you more to send it away and get graded than it's worth. Just remember that Canada Post will only insure coins if they're sent as a parcel. This will cost you about $14 to send, a bunch more to grade it, then the return postage. I'd recommend just placing it in you collection and enjoying it the way it is.
Rest in Peace
