If blank, only worth about $5 on a good day, also, I agree with Coinfrog, get a close up on the first photo up top.

Rims look too thick. I think maybe it was grinded off with a lathe, can you weigh it? Hard to tell if it is copper or zinc too. Geese.

It has a rim so it can't be a blank.
It may be a planchet.

Does look like something was struck on top of obverse? Die adjustment strike possibly?

Auto white balance probably caused the different looks between the pics. The weight and a closeup of the 12 o'clock position of the first pic are needed to help us.
