Too bad it isn't graded by the reverse, it would probably be a MS65.
Because of the dings on the obverse, I will say MS63

Coin: MS63+ Photos: MS65. Man, that reverse is just out of this world. The darker rubs or whatever they are, are like a reflection in the water.

Beautiful frosty coin.. 64+ rev..and a 63/64 obv..
The obv bag marks do detract..but just a touch ..
