Yes, the faint outline of 8 tailfeathers allowed for it to be positively identified as an 1878 Philadelphia.

The only coin more worn than this that could get slabbed would probably be an 1890-CC Tailbar or something.

The grade I'd invent would be SP-00, for "semi-planchet zero"....
