for me there are too many marks on the face and shoulder as well as scuffs and minor surface scratches to go higher then MS64RD

Yep, I can see the luster and nice fields. Shoulder is a strike issue common to wheats where the metal doesn't completely fill the die. You can see the effect it had on the O in ONE on the reverse. That's not a "scrape" on the reverse, that's just a carbon deposit. The absolute worst case for this coin is MS-65 but I think the luster and fields bring it to 66.

Man, have to agree. That scrape at K3 on reverse just kills this for me.
