Luster seems pretty strong and that will improve your chance of a 63 grade. 62 is still more likely. However, I've seen many US gold coins with similar marks and weaker luster in 63 holders.

I agree with most other opinions around MS62, but that flat spot of hair over Liberty's ear bothers me. THAT particular high spot looks like AU55. It may be a weak strike or a Grease Filled Die, in this location. A TPGrader will also look at this as well, and have to decide if there is any luster at that location. It must be remembered that luster is quickly worn off at the high points. A TPGrader is restricted into using a 10x loupe. To fully check for wear at this point, more powerful magnification may be needed, but won't be used by the grader. You may well get away with it, let's hope so. The potential difference in value is enough to have it slabbed. You get your coin back, properly protected anyway.

Looking at my MS 62 for comparison I say MS 60.
